Help for crime victim; Crime cover up

If my ex came here illegally from Haiti but received arrests for simple assault domestic violence (final restraining order between 9/01 and 4/02), drug possession and unlawful possession of weapon downgraded to conviction of disorderly persons, then why didn't he get deported?

Can he still become a citizen? Does your answer change if he is playing the system - married and fathered american citizen child?

How can the legal system help the victims of the illegals? Most recently, he convinced New Jersey Division of Youth and Family Services to place my son with him then exposed my son to a Megan's Law sex offender. Why is he getting so many breaks? How can I have him properly investigated and prosecuted?
